Sometimes cats face off like this. It may be all play. If it becomes aggressive and fur flies, then it is no longer play and you must separate the cats else they may hurt themselves.
This is mock play, but still there is a sense of domination. The bigger cat is clearly dominant of the smaller kitten and the kitten acknowledges it.
